NSW:Stepfather jailed over abuse of 3-year-old

By Margaret Scheikowski

SYDNEY, Aug 16 AAP - A man who sexually assaulted his three-year-old stepdaughter in
a act of "wanton cruelty" has been jailed for at least 12 years.

The sentence includes terms for neglecting the girl and her younger sister as well
as trying to pervert the course of justice.

In the NSW District Court on Tuesday, Judge Robert Sorby set a maximum term of 16 years
and six months for the 31-year-old Sydney man.

He had pleaded guilty to two counts of failing to provide the necessities of life to
the sisters and to trying to pervert the course of justice.

In March, the judge found him guilty of having sexual intercourse with a girl under
his authority and causing her actual bodily harm.

He rejected a suggestion that a fall on a lawn mower had caused the three-year-old
girl's injuries.

The man was hosing the child down in the backyard after she had soiled her pants in
February 2009 when he committed the offence using the nozzle of the garden hose.

In sentencing him, the judge described the offence as a "wanton act of cruelty", saying
it had been forceful and caused injuries.

The man and the girls' mother met on the chatline Hot Gossip when she was living in
a women's refuge.

The neglect counts covered a 12-week period from late 2008, when the man regularly
confined the girls to their rooms for long periods without adequate sustenance.

They lived in "squalid conditions" and their health and safety were "severely compromised",
the judge said.

After his arrest over the backyard incident, the man arranged for the girl's mother
to receive a letter from him in which he asked her to lie about the offence.

The man had no previous criminal history and a good work record.

Qld: Man pens letter after murdering partner, court heards

The Brisbane Supreme Court has heard a man penned a letter to his family saying he'd
screwed up .. after stabbing his de facto wife and driving interstate with her body in
the front seat.

PAUL JOSEPH HAYDON from Runaway Bay on the Gold Coast has pleaded not guilty to murdering
AMANDA FALCONER in July 2004.

But the 52-year-old baker has pleaded guilty to an arson charge .. after burning down
their home at Regatta Waters on the same night.

Crown prosecutor DAVID MEREDITH has told the court HAYDON became bitter after he and
Ms FALCONER's two-year relationship broke down.

Mr MEREDITH says HAYDON intended to kill her and to commit suicide.

He told the court .. HAYDON stabbed Ms FALCONER in the chest during a domestic dispute
.. leaving a six centimetre-deep wound .. before setting fire to the home.

HAYDON then allegedly drove to New South Wales with Ms FALCONER's body in the front
seat of his car .. before driving the car into a gully on the outskirts of Grafton.

The court heard police retrieved HAYDON from the vehicle but the car burst into flames
before they could get to Ms FALCONER's body.

Mr MEREDITH says in a letter posted to his family the next day .. HAYDON stated he
couldn't stand the thought of living without Ms FALCONER .. and asked them to understand
it was him who screwed up.

HAYDON also allegedly called his son PHILIP and the police .. admitting to killing
Ms FALCONER before driving the car into the gully.

The court's also heard the victim had taken out a domestic violence order against HAYDON
before her death .. which resulted in him having to move out of the family house.

Mr MEREDITH told the court Ms FALCONER's daughter ELIZABETH had also overheard HAYDON
saying to her mother .. he was going to get back at her by killing her three daughters.

The trial continues before Justice MARGARET WHITE.

NSW:Killer of father, sister was mentally ill

By Margaret Scheikowski

SYDNEY, April 19 AAP - After years of fearing Anthony Waterlow and trying to get him
psychiatric help, his sister and father died at his hands during a frenzied knife attack.

On Tuesday, a judge found him not guilty of their murders by reason of mental illness,
noting Waterlow had steadfastly resisted treatment and refused to take anti-psychotic
medication.

"Therein lies this tragedy," said Justice Peter Hidden in the NSW Supreme Court.

But film director Jane Campion later called for a review of the law, saying Nick Waterlow,
68, and Chloe Heuston, 36, died because there was no protection for them from mental health
services or the police.

Nick Waterlow's partner, Juliet Darling, echoed her calls for urgent changes, saying
"this tragedy was avoidable".

Both women said the Mental Health Act did not enable doctors to schedule - or detain
as an involuntary psychiatric patient - a mentally ill person, despite their repeatedly
threatening people's lives while refusing to take medication.

"For 10 years Nick tried everything he could to protect his family and to help his
son Anthony while in fear of his life," Ms Darling said in a statement sent to AAP.

"Many other families with a mentally ill member are now struggling with the system
failure, afraid for their lives, afraid for the lives of others and for the mentally ill
person."

Justice Hidden found Waterlow, 44, of Stanmore, was suffering from paranoid schizophrenia
at the time and did not know that what he was doing was wrong.

He found him not guilty of murdering his sister and their art curator father at her
Randwick home in Sydney in November 2009.

He also acquitted him of recklessly causing grievous bodily harm to a young girl, who
cannot be named for legal reasons.

Waterlow will be detained at a facility to be determined by the Mental Health Review
Tribunal until, and if, he is deemed not to be a danger to the community.

The judge referred to psychiatric evidence of Waterlow's delusions and his belief that
his family was behind a ten-year internet harassment campaign aimed at destroying his
reputation.

Waterlow felt "his family had devised a game of harassment that would eventually lead
to his death and everyone could play to try and make him commit suicide".

He was assessed by psychiatrists a number of times over the years due to concerns held
by family and friends.

"There is evidence of his paranoid thinking over the years leading up to the offences,
together with behaviour on his part which was variously bizarre, aggressive, threatening
or intimidating," the judge said.

"This was directed to his father, sister and brother, to some of his friends and acquaintances,
and on occasions to strangers."

More than once consideration was given to detaining him as an involuntary patient,
but that action was never taken, the judge said.

He noted Waterlow had received appropriate treatment since his arrest, had demonstrated
insight into his illness and expressed genuine remorse.

But surviving family members have expressed fears for their safety should Waterlow
be released and cease taking his medication.

"That fear, of course, is entirely understandable," he said, adding he would not comment on it.

"It is within the province and expertise of the Mental Health Review Tribunal, whose
task it will be to monitor the accused's progress."

People power in Tunisia

Jerusalem Post
01-17-2011
People power in Tunisia
Edition: Daily
Section: Opinion
Type: Editorial

The sheer speed with which Tunisians have toppled their authoritarian regime took many by surprise. As Tariq Alhomayed, editor-in-chief of the Arabic daily Asharq Al-Awsat, noted, "We were waiting for a war to break out in Lebanon, or a crisis to take place in Iraq, or a huge inferno to erupt in Iran, or chaos to occur anywhere else... Nobody talked about or paid much attention to what was happening there [in Tunisia]."

Just a few days ago US Secretary of State Hillary Clinton announced that she would discuss the political turmoil sweeping Tunisia with the country's dictator, Zine El Abidine Ben Ali, "after the crisis subsided."
In a July, 2007 piece on Tunisia for Vanity Fair, journalist Christopher Hitchens, noting the country's relatively moderate character compared to neighboring regimes such as Libya, Algeria or Sudan, mused somewhat admiringly: "Who wouldn't want the alternative of an African Titoism, or perhaps an African Gaullism, where presidential rule keeps a guiding but not tyrannical hand?"

Now, with Ben Ali in exile and no alternative leadership having replaced him, the uncertainty of the new political reality is beginning to sink in.

WHAT CAUSED Ben Ali's speedy fall after 23 years of rule? WikiLeaks documents, which publicized on the blogosphere in embarrassing detail the corruption and kleptocracy of the Tunisian president's regime, might have been a trigger for the upheaval.

More likely, however, it was Mohamed Bouaziz - the unemployed vegetable-seller who set himself on fire outside a Tunisian government office last month, in protest against the devastating dearth of economic opportunities - who has become the martyr symbol around which the grassroots revolt has rallied. An embittered people, though relatively well-educated and less impoverished than many in this region, confronted a regime that was failing to create genuine political and economic opportunity.

And as was the case in Iran's failed Green Revolution of June 2009, the Internet has played a central role, with Nawaat - a group blog using Posterous, YouTube, Facebook and Twitter to spread news and graphic footage of the protests - fanning the flames of discontent.

Numerous commentators, including leading Arab newspaper editors, have noted that the economic woes that brought about Ben-Ali's downfall have parallels elsewhere, particularly in Algeria, another country with a large young unemployed population with bleak prospects, and Jordan, where King Abdullah has in recent weeks responded to anti-government protests by announcing that he will temporarily reinstate subsidies on some basic commodities. We might be witness to a spillover effect in coming months as disgruntled masses across the Middle East clamor for an end to corrupt authoritarian regimes.

However, it might also be the uniquely secular character of Tunisia's uprising that has contributed so critically to its success and that sets it apart from opposition movements in Algeria or Egypt.

As Michael Koplow pointed out in Foreign Policy, "There is an appreciation within the corridors of power in Tunis that the Islamists are not at the top of the pile of the latest unrest. The protesters, though they represent a threat to the political elite's vested interests, have not directly challenged the reigning creed of state secularism."

This might explain why military officers - who had been marginalized by the regime as it lavished money on family members and corrupt business elites - demonstrated a willingness to stand down and protect protesters from the police and internal security services.

THE PRESSING issue at hand is to try to ensure that Tunisia undergoes a smooth transition to a stable democracy founded on the country's relatively large middle class, high level of education and secular culture. The EU, and in particular France, are in a strategically advantageous position to facilitate such a transition.

If Tunisians' will for change is channeled into the formation of the Arab world's first truly democratic state, it could serve as a catalyst for additional constructive upheavals elsewhere. If, however, the political situation in Tunisia deteriorates into chaos, this could open the way for extremist elements to capitalize on the disorder and ruin hopes for positive change.

The surprising speed with which Zine El Abidine Ben Ali's regime was brought down serves as a sobering warning of the unpredictability of Middle East politics. But this unstoppable display of the people's will also constitutes a potential beacon of hope for Arabs aspiring to live free lives throughout the region.(c) Copyright Jerusalem Post. Envoy has a RM4.8b deficit to redress
Edition: Main/Lifestyle

IT was on a markedly sombre note that Pakistan's High Commissioner-designate to Malaysia celebrated his nation's 63rd national day at the lush grounds of the mission in Jalan Ampang.

The subdued chord which struck that cloudy morning a fortnight ago signalled sadness among those gathered over the devastating floods that had claimed a terrible toll on life and property in the Islamic nation.
Masood Khalid arrives at a time when his nation mourns in the aftermath of a catastrophe that many believe is worse than the tsunami in Aceh and the earthquake in Haiti.

With floods wreaking untold damage, it is estimated that the damage to the economy is likely to run into billions.

Not exactly good news for a head of mission tasked with enhancing bilateral trade which, for the time being, is overwhelmingly in Malaysia's favour.

According to Masood, Malaysia exported US$1.6 billion (about RM5.44 billion) to Pakistan last year, which reciprocated with a minuscule US$200 million (RM680 million).

This has been the traditional pattern of Malaysian-Pakistani trade despite the arrival of numerous Pakistani trade delegations in Kuala Lumpur to nudge the economic relationship upwards.

But the former additional secretary in charge of Asia and the Pacific (similar to a deputy secretary-general at Wisma Putra) is upbeat about the future.

"We have the right environment between us. The only thing is that the economic relationship should commensurate with our excellent political ties," Masood said in an interview after the event, echoing the spirit of what a succession of his predecessors had told me.

He has a plan of action that revolves around joint ventures involving halal products and larger Malaysian purchases of Pakistani rice, cotton yarn, agricultural feed, fruits and seafood.

This can be realised through opportunities available under the largely unexplored bilateral Free Trade Agreement (FTA), which opens new vistas for trade.

Pakistan is also ready to increase the export of manpower from professionals like doctors and engineers to skilled artisans for the construction industry.

It will be up to Masood to take the bull by the horns to push both the private sectors of the nations into exploring new possibilities.

"The joint committee meeting, which may hopefully be held by December, is expected to review the implementation of the FTA," the erudite expert negotiator said.

Easier said than done, given the Pakistani private sector's propensity to trade with its traditional partners, particularly in the Middle East.

Masood said problems involving law and order in Pakistan "have not deterred Malaysian businessmen from going down, with apprehensions and fears sometimes misplaced".

As the interview proceeded, my thoughts went back to a meeting a group of visiting Malaysian journalists and I had with him in November in Islamabad.

No one had the faintest clue at that point that he would be sitting in the high commissioner's chair in Kuala Lumpur nine months later.

The thought had indeed struck me after our encounter that he would be the quintessential ambassadorial candidate for Malaysia with his cogent views on the politics and economics of Asia and the Pacific which he was in charge of.

(Masood's predecessor, Lt-Gen (Rtd) Tahir Mahmud Qazi, had already told friends that he would be leaving for home soon.)

That the Pakistani Foreign Ministry would send one of its most senior diplomats to Kuala Lumpur is an indication of its seriousness in realising the outcome of government to government talks and negotiations between the two private sectors.

Tahir had set the tone for a more active bilateral relationship with numerous initiatives, some of which are taking shape at the moment.

It is up to the slightly built and soft-spoken former ambassador to South Korea to translate talk into action, a job I feel he is eminently qualified for.

He has led top-level Pakistani delegations in bilateral talks with a host of nations, including India, on, among other things, ways to tone down the vitriol after the Mumbai bombings, in which the Indians claimed Pakistani involvement.

It is this vast experience, along with personal contact with senior Wisma Putra officers, that he brings to the job.

Masood is certainly no neophyte in the world of international diplomacy and much can be expected of him.

Vic: Des Moran murder accused denied bail

Eds: Fixes Armour's age

Michelle Draper

MELBOURNE, April 14 AAP - A man accused of murdering gangland figure Des "Tuppence"

Moran will remain behind bars until his trial after he was refused bail.

Michael Farrugia, 45, is accused along with Judy Moran, 65, Suzanne Kane, 46, and Geoffrey
Armour, 44, of murdering Mr Moran, who was gunned down at an Ascot Vale cafe last June.

Deputy Chief Magistrate Jelena Popovic said the murder charge Farrugia faced was too
serious to justify contemplating his release on bail despite "the matters personal to
you".

The bail hearing was told Farrugia was suffering from serious depression and that he
had contemplated suicide.

Farrugia's lawyer Mark Regan had argued his client should get bail because the crown's
case was largely circumstantial.

He said his client had family support, stable accommodation and was not at risk of
fleeing or reoffending.

Ms Popovic said she accepted the evidence of psychiatrist Associate Professor Julian
Davis that Farrugia was suffering from clinical depression, a matter she said she found
concerning.

But she said the seriousness of the allegations outweighed Farrugia's personal circumstances.

"In the context of an execution style murder in a crowded suburban shopping strip involving
a firearm, I do not consider the factors which have been put before me, although weighty,
to be exceptional," Ms Popovic said in her written reasons for refusing bail.

Prosecutor Claire Quin had argued the crown's case against Farrugia was strong and
the evidence pointed to Farrugia "being involved in a violent, very public crime".

Farrugia is alleged to have been the accomplice of Armour, who is accused of firing
the fatal shots at Mr Moran on June 15 last year.

The court heard the trial for the four co-accused may not take place until 2011.

Mr Regan said it was likely to involve five to six weeks of pre-trial hearings, before
a three to four month Supreme Court trial.

Farrugia on Wednesday pleaded not guilty to murdering Mr Moran.

What Australian newspapers say on Wednesday, August 13, 2008

AAP General News (Australia)
08-13-2008
What Australian newspapers say on Wednesday, August 13, 2008

SYDNEY, Aug 13 AAP - Before the Rudd government countenances proposed new legal action
to punish invasions of privacy, it should remember the case of Robert "Dolly" Dunn, The
Australian says today in an editorial.

The role of journalists in helping to bring this notorious pedophile to book might
help to provide a more balanced perspective on privacy than this week's report on the
issue by the Australian Law Reform Commission.

The ALRC has shown itself to have little understanding of the vital role of the media
in a liberal democracy.

Its scheme seems designed the turn back the clock to the days when the media was little
more than a respectful conduit for those with their hands on the levers of power.

Thankfully, those days are gone. The role of the fourth estate in a healthy liberal
democracy is well established.

Privacy is important. But it would be a serious mistake the remake the rules governing
the operation of the media by enshrining privacy as an inalienable right which, at all
times and in all circumstances, trumps all other considerations.

The Dolly Dunn affair is a prime example. This man might not be in prison today had
the media not invaded his privacy.

The Australian Law Reform Commission is working against the public interest with plans
to tighten privacy laws, The Herald Sun says.

The commission is attempting to make it more difficult for the media to keep people
informed and would allow people with something to hide to prevent publication if proposals
to enshrine a right to sue for invasion of privacy were enshrined in common law.

The right to sue for an invasion of privacy is a position held by certain elements
within the judiciary.

There has been no public call for a restriction of people's right to know or of the
media's role in investigating breaches of the law.

Action can already be taken under criminal and defamation laws for anyone whose reputations
are affected by media reports, and changes to privacy laws would result in a minefield
of opinion and interpretation.

The Law Reform Commission would have better spent its time seeking ways to make society
more open, rather than lower a legal curtain over activities that may be against the public
good.

The Reserve Bank acted too quickly and forcefully by raising interest rates in the
face of world economic uncertainty, The Age says.

It questions whether the major banks are likely to follow any Reserve Bank move to
reduce official interest rates, with the banks claiming extra rate rises would insulate
them from the global credit crunch.

There is no guarantee they will reduce rates by the same proportion as the Reserve
Bank if it cuts the cash rate.

After 12 rate rises since 2002, business confidence was down sharply. If unemployment
begins to rise, as the Reserve Bank predicts, householders will find it increasingly harder
to service their mortgages and other debts.

The Reserve bank was spooked into acting too precipitately on tightening rates, it
said. No one should take comfort from that.

Econometric was briefly Kevin Rudd's favourite new word a few weeks ago, The Daily
Telegraph says.

The prime minister repeatedly referred to "econometric analysis" while describing the
federal government's upcoming FuelWatch scheme.

Nobody had much of an idea what he might have been talking about, but as a measure
of the Australian economy's fortunes, the paper submits the Australian Junior Sport Index.

According to the index, Australia's economy has been roaring along in recent years.

It saw an enormous uptake of junior athletes who were inspired by the Sydney Olympics
in 2000.

A similar burst of junior sports enthusiasm followed our Olympic successes in Athens
four years ago. But these are changed times.

Membership of junior sports clubs is in significant decline.

Economists generally categorise participation in sport as a luxury, which would mean
that families cutting back on sport are shedding extras during tough times in order to
safeguard necessities.

But this is Australia, where sport is probably closer to necessity than luxury on most
people's lists.

Econometrics might be one way of explaining various troubling financial signs. The
Australian Junior Sports Index tells the story more clearly.

Julia Gillard has brought plenty of critics out into the open with her advocacy of
high school report cards, The Sydney Morning Herald says.

The deputy prime minister and minister for education quite rightly wants greater transparency:
far more information about all schools - who attends them, who teaches at them, and with
what outcomes - should be made public.

The aim is not, she says, to compile league tables, but to find out about the distribution
of disadvantage so resources can be directed where they are needed most.

Critics point out that league tables will be the result, whatever Ms Gillard says.

That is true, no doubt - but so what? What is wrong with parents and pupils working out
how their school compares?

The community should be able to compare all schools in a district - public and private
- on a broad range of criteria, not just bare HSC results.

Australia is in the early stages of an infrastructure boom, The Australian Financial Review says.

ABN Amro estimates that between $380 billion and $455 billion of infrastructure needs
to be built over the next decade to bring crumbling ports, rail systems, roads, hospitals,
schools, energy and water systems up to scratch.

The problem is capacity and cost. Labour and raw materials are in short supply after
mining and construction booms, and the price of both is rising.

The cost of finance has also increased sharply thanks to the global credit crunch.

That makes it imperative that the states responsible for building most of the infrastructure
find the most efficient way possible to do it.

Most states have embraced public-private partnerships to drive taxpayers' dollars further
and make the most of superior private sector design and management skills.

This should be backed by all states, not just those doing the heavy lifting, because
better PPPs will help to build the infrastructure the nation needs without breaking the
state treasuries.

Queensland Opposition Leader Lawrence Springborg yesterday took another step on the
long journey back to relevance for the state's political conservatives when he announced
his new shadow ministry, The Courier-Mail says.

He would like the new line-up to be viewed favourably as a mixture of energy and experience
but it will properly be judged on how its members perform in the lead-up to the next election.

Mr Springborg himself has so far set a good example, sticking to his guns on the need
for a merger between the National and Liberal parties in Queensland and demonstrating
since that he is best equipped to lead the new entity.

This is the first parliamentary front bench for the Liberal National Party and it is
clear Mr Springborg wants it to reflect his stated desire to provide fresh policy ideas
and move on from any ructions created by the difficult job of making two distinct political
parties into one.

Yet, missing from yesterday's line-up was former Liberals leader Bruce Flegg, who apparently
turned down the portfolio Mr Springborg offered him.

While Dr Flegg's leadership of the Liberals turned out to be a test for everyone, his
performance as opposition health spokesman before the last election helped expose the
Beattie government's failings. His absence from the front bench only suggests it is not
as strong as it could have been.

John LaRue
University Wire
11-16-2007
(The Daily Iowan) (U-WIRE) IOWA CITY, Iowa -- When I was 12 years old, I was already in the throes of a violent relationship with social networking. Coming home from school after getting beat down in yet another botched game of touch football, I would escape into the plush, forested realm of Azeroth to do battle with Orcs in a lively LAN party of "Warcraft." Chips and salsa stood nearby on the desk flanked by a glass of chocolate milk next to a Cheeto-stained mouse. Patiently I would wait for AOL to dial in, joining my fellow minions; with knights and Elvish archers I saved the world from evil rule from 3:30 to 6:30.

It's been many years since I abandoned that real-time strategy game for other virtual vices. Among those that have been allowed to stand in the footprint of the epic game are the "real-life" social networks Facebook and MySpace. These two in particular have provoked me to cast an inward glance on myself and the virtual worlds I have traveled.

I left the shores of fixed social networking sites such as Facebook and MySpace because I felt they were inadequate, incapable of holding intact a truly unique personal representation in cyberspace. They weren't giving users enough credit and creative license as Web 2.0 promised to do. Wait, what's Web 2.0? In a microscopic nutshell, Web 2.0 is a new evolution of the Internet in which users control how they experience Web content using browser-integrated applications such as Gmail and Flickr to create a richer user interface. It is also the idea that users are viewed as competent software developers with "collective wisdom."

Facebook founder and CEO Mark Zuckerberg is trying to take advantage of this new platform in an attempt to increase ad revenue. For instance, according to a New York Times article, "a Facebook user who rents a movie on Blockbuster.com will be asked if he would like to have his movie choice broadcast out to all his friends on Facebook. And those friends would have no choice but to receive that movie message, along with an ad from Blockbuster." So basically, you jump in this box called Facebook to be closer to all your friends and then through clicks and turns you start linking yourself to products. What happened to the Facebook of my freshman year? It used to be all about increasing the connections between people. Now, those connections are becoming convoluted with advertisements enticing you to do the work for the corporations by acting as what Facebook calls a "trusted referral." Integrated third-party applications such as iLike and Zombies are the beauty of the customizable Web 2.0 dream, but they being taken advantage of by dorky money freaks like Zuckerberg.

The situation gets even weirder. In order provide users the option of linking to these products, Facebook has allowed the companies to have their own personal pages. The pages are just like any other pages, with music tastes and photos, but the products have "fans" instead of friends. Blockbuster CEO Jim Keyes expressed the change well when he said in a Facebook press release: "This is beyond creating advertising impressions. This is about Blockbuster participating in the community of the consumer so that, in return, consumers feel motivated to share the benefits of our brand with their friends."

Fortunately, people don't seem to be tricked. I mean, honestly, who wants to be friends with Crest Whitestrips, let alone admit to using the chemical bands? A quick scan of these product pages revealed that Verizon had the most fans, with a measly 258. One Facebooker articulated the noisome feature well, saying on Coca-Cola's personal: "i love consumerism! this facebook feature rocks! hurray pawns in the game of industry!"

However much people rage against the new advertising feature, Facebook's history has revealed that it is probably here to stay. (Minifeed, anyone?) Product placement's fundamental politics shift the talk away from conversations that induce change and focus them on the status quo. So is there any hope for the future? Absolutely. Think of Facebook as the Fisher-Price of blogging. Facebook is a lake. Blogging is an ocean.

Qld: Cash needed for new RSPCA Qld base

BRISBANE, Dec 17 AAP - The corporate sector in Queensland has been urged to come up
with $5 million towards building a state of the art facility for a leading animal protection
society.

The appeal to the sector came from Premier Peter Beattie who today announced a $19
million facility would be built in Redbank, in Brisbane's west, to replace the RSPCA's
"run down" base in Fairfield.

He said the Queensland government would contribute $14 million to the new facility
which was expected to take nearly two years to construct.

"I appeal to the corporate sector to help fill the gap of $5 million," Mr Beattie said.

Mr Beattie said the Fairfield campus would get $150,000 for temporary upgrading work
so it could keep operating until the new facility was completed.

He said the most critical problems at the Fairfield campus were inadequate power supply,
drainage and pest control.

SA: Trees to help in bushfire recovery

ADELAIDE, Aug 3 AAP - The first of 10,000 trees will be planted today to help revegetate
areas of South Australia's Eyre Peninsula blackened by bushfires in January this year.

Students at the Port Lincoln Primary School will plant 100 trees on the property of
Greg and Sue Van Den Broek which lost most of its native vegetation in the fires which
destroyed dozens of homes and claimed nine lives.

The planting program is being supported by Bank SA and Greening Australia and the banks'
regional manager Chris Cottrell said today it was a crucial step in the area's recovery.

"Helping to restore the bush and native habitats will provide positive, tangible results
at an environmental and agricultural level," he said.

"Importantly, it also will help to lift community spirits by removing more of the visible
scars of black Tuesday."

As well as the impact on local farmers, the bushfires burned more than 82,000 hectares
of the Cummins-Wanilla Basin and Koppio Hills area and had a significant impact on native
fauna.

Telephony Large Vocabulary Speech Recognition With VCS' Premier Digit

Recognition

DALLAS, Jan. 25 /PRNewswire/ -- Voice Control Systems, Inc. (Nasdaq: VCSI), a leading global supplier of speech recognition and related technologies, today announced that it has signed a multi-year agreement with Brite Voice Systems, Inc. (Nasdaq: BVSI), to supply Brite with large vocabulary speech recognition capabilities. The new agreement significantly expands on the long-term relationship between Brite and VCS. Brite's business solutions, which incorporate other VCS speech recognition technologies, are currently installed at customer sites worldwide, including AT&T, AT&T Wireless, Ameritech, Sprint, Telia, Hutchison Telecom, and others. Unique to the automatic speech recognition industry, the award-winning SpeechWave EnterPrise! combines IBM's ViaVoice(TM) Telephony large vocabulary phonetic speech recognition with VCS' premier digit recognition. The Brite, VCS, IBM alliance will provide customers with an integrated family of speech recognition, voice processing, and interactive information tools. VCS' SpeechWave EnterPrise! is the only large vocabulary speech recognition product available today that allows customers to employ several other speech technologies in each application to assure a truly natural human interface, satisfying a fundamental requirement of virtually every application. Customers will benefit from this innovative technological advance for telephony applications. At each step of the call, the speech technology that is the most cost-effective, resource-efficient, and accurate for that portion of the transaction can be applied.

"We are pleased to extend our long-term relationship with VCS," said D.R. "Scotty" Walsh, Brite's executive vice president of sales. "The unique combination of next-generation, large vocabulary speech recognition and Voice Control Systems' award-winning speech technology is important in our customers' applications."

As IBM's primary path to the telephony speech market, Voice Control Systems provides SpeechWave EnterPrise! to IVR and messaging/voice mail vendors to facilitate the development of speech-enabled customer application solutions. A result of the IBM and VCS strategic alliance announced on April 13, 1998, SpeechWave EnterPrise! delivers on IBM's and VCS' common vision to offer breakthrough speech recognition technology and applications to corporate users. The relationship also seeks to accelerate the adoption of speech-driven telephony solutions by businesses.

"IBM's ViaVoice technology is helping Brite and VCS reach our common goal to provide voice recognition solutions that will make it even easier to conduct business over the telephone," said Jerome Beard, assistant general manager, IBM Speech Systems. "This alliance allows Brite and VCS to provide companies with the technology they need to conduct more natural interactions with their customers by transforming the telephone into the ultimate thin client."

1 Socialise Newcomers should seize every opportunity to get out and socialise, as not only will this help you settle in and make friends, but word-of-mouth is one of the best ways to finding somewhere to live in Dubai. It's not unusual to meet somebody, who knows somebody, who is looking for a flatmate.

2 Take a Friend It doesn't matter whether you have found a brand new apartment or an older, villa share, it is always best to take someone along with you to have a look. Although Dubai is a safe place, you will feel more confident going with someone you trust, especially if meeting strangers.Plus you can discuss the pros and cons with them once you have left.

3 Noise Dubai can seem a bit of a building site for the uninitiated, and noise is something even heavy sleepers should be wary of. When viewing a place, take note of any open spaces nearby, and check that no building work is due to start. What may at first seem like a tranquil and relaxing place to relax could end up with round the clock building work going on next door a few months down the line.

4 The Right Mix If you are moving into a flat share, it is important to check you have the right mix of people (and attitudes) under the same roof, or there could be fireworks. Having similar interests will help you fit into the group, and provide opportunities to spend time together. Finding out how often potential housemates like to go out and let their hair down, or party at home is another good indicator, as that could be a great boost for your social life, but not so great for your eight hours of beauty sleep during the week.

5 Use Your Car This may sound like a fairly obvious tip, but go for a drive. Have a look for new buildings, and ask the watchmen for phone numbers of landlords. Take a pen and paper, and keep a look-out for villas that have 'To Let' signs outside, usually with a contact number underneath, you never know where you could find your dream home.

6 Advertising Next time you are at the supermarket, check out the noticeboards, as they usually have accommodation listed. Many newspapers have dedicated property sections, divided into buying, or renting sections. Web sites like www.dubaidonkey.com and www.propertylisting.ae have a wide range of properties listed, many with photos attached. The ever popular www.dubizzle.com allows you to upload your own advert, so you can find your ideal housemates.

7 Money Matters It is unusual to find somewhere that offers monthly rent payments. It is more common for landlords to ask for two to four post dated cheques, and be aware of any deposits payable upfront. Consider your budget, and the practicalities of paying rental installments, it may be worthwhile speaking to your bank about a loan. Many landlords realise the difficulty of paying a year's rent upfront, but if you can afford it, some landlords will offer a discount on the total rent.

8 Location, Location When viewing a potential new pad, check out the surrounding areas for amenities. Is there a supermarket nearby? Good schools? Cheap takeaway? Easy to get a taxi? See what's in close proximity, and get a good feel for the area. Go for a drive at different times of the day, to see if it's difficult to park, or how long the daily commute will be.

9 Ask Questions Be sure to have a list of questions to ask landlords or housemates. Be clear on what facilities are included with the rent, for example internet, DEWA, or satellite TV. Dubai can be expensive, and you want as much bang for your buck as possible. Rent might be cheap, but if you are shelling out for lots of extras every month, it will soon eat into your budget. Ask how much bills usually cost, as this will help with budgeting.

10 Think Short Term Don't rule out a short term let as a valid option. There are usually a number of places available for a short time. Renting somewhere for three months or so can help you decide the kind of area you would like to live in, and the kind of people you want to live with. Financially, you won't have to hand over such a large sum of money, and if things don't work out as planned, there is less hassle than if you paid six months, or more, upfront.

Our extensive work on voter registration campaigns and Election Day research has demonstrated that all too often our voter registration process acts as a barrier to voter participation. Conditional Voter Registration would dramatically ameliorate this problem by allowing citizens the chance to update their registration the same day they vote.

In addition, Conditional Voter Registration recognizes when the media and public fully focus on elections. You see more people knocking on the doors of their neighbors, phone calls being made to voters, and radio, TV and Internet ads during those last two weeks before an election. The University of Wisconsin NewsLab found that more than 40% of election news stories aired in the last week before the 2006 election in several Midwest media markets. A citizen should be able to walk down to their polling place and vote, even if they make the decision at the last minute.

SUNDAY, MAY 1: ASIAN AMERICAN MONTH

Profile America - Sunday, May 1st. By presidential proclamation, this month recognizes one of the nation's fastest-growing population groups - those of Asian/Pacific American heritage. The observance began in 1978, with a joint congressional resolution honoring the arrival of the first Japanese immigrants in the 1840s and the completion of the transcontinental railroad in 1870, with the help of Chinese immigrants. Now, 16 million people in the U.S. are of Asian heritage, about 5 percent of the total population. California has the largest number of this group at more than 5 million. Hawaii is the state where Asians make up the highest proportion of the total population, at 53 percent. You can find these and more facts about America from the U.S. Census Bureau, online at www.census.gov.
