ALBANY Dozens of low-income home-owners packed a Common Council meeting Monday night, angry about faulty heating systems in their subsidized housing.

``This isn't an All-America city. It's doomsday city,'' said Laura Davis of 39 Liebel St.

In all, 95 homeowners are affected. They purchased homes that were subsidized by the city of Albany and the state Affordable Housing Corp. They banded together this year when they found out that they shared the same problems.
